The CAN-SPAM Act of 2003: National Do Not Email Registry: The
Federal Trade Commission on June 15th told Congress that, at the present
time, a National Do Not Email Registry would fail to reduce the amount
of spam consumers receive, might increase it, and could not be enforced
effectively. New System to Verify Origins of E-Mail Must Emerge Before
“Do Not Spam” List Can Be Implemented, FTC Tells Congress.

National Do Not Email Registry Report to Congress June 2004 (PDF Format)
Bogus National Do Not Email Registry's : We have found that the website called
http://unsub.us/ is offering 'National Do Not Email Registry' service which is just
a mirror copy to 'National
Do Not Call Registry' website, but this site is not operated
by the government. The WHOIS website registration information doesn't provide
enough information to confirm that this website is official website for
'National
Do Not Email Registry' operated by FTC of United states to implement
CAN-SPAM Law.
In that website once you have submitted your email address
to register for National Do
Not Email Registry,
you will receive a link to confirm your addition to the National Do Not
Email Registry.
Also you will see that "E-Mail Marketers which use this Registry
should not send offers to your E-mail address once it has been in the
Registry for more than 48 hours. If you are still receiving
unwanted emails, you may file a complaint at National Do Not Email
Registry Website".
In one of the forums users reported that they are receiving more junk
mails after they have submitted their email address to the above
mentioned site.
An Article posted in
abcnews website also confirms that there is no official website has
been launched by FTC.
We have also found an
article
posted in eweek.com that says about other organization calling itself the "National
Anti Spam Registry." The site is filled with American flags and the
Statue of Liberty and references to the recently-signed and about to go
into effect federal CAN-SPAM act. But the
WHOIS
website registration information for nationalantispamregistry.com is also
indicates that this website
is not operated by the government.

WHAT IS CAN-SPAM?
The United States Government has taken
notice of the Spam and recently passed an act called the "can-spam act", (short for
Controlling the Assault of Non-Solicited Pornography and Marketing Act). Passed
by President Bush on Dec 16th 2003, it went into effect on Jan 1st 2004.
In a word, the law establishes the first national standards for the
sending of commercial e-mail and charges the Federal Trade Commission (FTC) with
enforcement. The law promises to crack down on unsolicited commercial e-mail by
imposing stiff civil penalties and even prison sentences to people convicted of
spamming.
